STUDY ON BLUE GROWTH, MARITIME POLICY AND EU STRATEGY FOR THE BALTIC SEA REGION. COUNTRY FICHE POLAND*

In the maritime regions of Poland the discussion on smart specialization has just been started. The most advanced in this regard are Warmia-Mazury and Pomorskie provinces, whereas the Zachodniopomorskie province is only at the beginning of the process. In discussions, the focus lies on mechanisms for susorting the development of “smart sectors or activities” rather than on susorting previously selected branches. The ambition is to make the system flexible and responsive to global and external changes and impulses, so the focus is on system architecture and establishment of proper mechanisms (institutional or financial) leading to smart specialization. 

The present Working Paper has been drafted as a part of and constitutes a Polish contribution into a large international research project “STUDY ON BLUE GROWTH, MARITIME POLICY AND EU STRATEGY FOR THE BALTIC SEA REGION “ led by s.Pro Sustainable Projects granted by DG MARE of the European Commission (contact no MARE/2012/07 - REF. NO 1). It utilizes the methodology established in the project.
