European Innovation Scoreboard 2009

The 9th edition of the European Innovation Scoreboard (EIS, 2009) report is now available. The paper is a comparative assessment of innovation of the 27 Member States of the European Union. The methodology of the EIS 2009 is identical to the EIS 2008. The Maastricht Economic and social Research and Training Centre on Innovation and Technology (UNU-MERIT) authored the report. The leaders of the innovation ranking are: Sweden, Finland, Germany, Great Britain and Denmark. Romania, Latvia and Bulgaria are the countries that close the ranking. Poland was fifth last, and was classified in the group of moderate innovators.


The study identifies four main groups according to the innovation performance:

· Innovation leaders: Denmark, Finland, Germany, Sweden, Switzerland, United Kingdom;

· Innovation followers: Austria, Belgium, Cyprus, Estonia, France, Iceland, Ireland, Luxembourg, Netherlands, Slovenia;

· Moderate Innovators: Czech Republic, Greece, Hungary, Italy, Lithuania, Malta, Norway, Poland, Portugal, Slovenia, Spain,

· Catching-up countries: Bulgaria, Croatia, Latvia, Romania, Serbia, Turkey.
